why does my chihuahua constantly have the tip of his penis sticking out

my dog was givin to my family and the previous owners said it has always been like that. it seams like his penis is to long to retract back into his skin. He does not seem to be in pain,is friendly, runs and plays like a normal dog, but it is not very attractive. Is there any thing i can do to help him.
