			<p>Henry is absolutely right.  You need to make sure it's not a UTI.  If that's not it, it could be a lot of things:  not enough litter boxes; maybe they don't like such and such type of litter; maybe they want a covered box.  Could be a lot of things.

A talk to the vet will get you started on the right track.<br /><br />

			<p>I always recommend that if a cat pees on something he's not supposed to, the first thing you do is take him to the vet to check out physical causes.  Then you can discuss box numbers, litter, and placement.

Does he have more than one box?  Is the box in a place where both cats will use it?   The rule is usually 1 box per cat + 1, but if it's a space issue, at least one box per cat.   

I have 3 cats, and 3 boxes because one cat will only use a box only if one of the others hasn't right before.  He also won't use the one tucked away in a back bedroom.  

Also, if he's peeing on where his brother once was, then it's a dominance thing.  

If he's peeing on soft items, often it means he either doesn't like his litter, the type of box, or he has a UTI and it hurts to squat on crunchy litter.
