Which domestic airline has the largest maximum carryon size, and which carry on containers would you recommend?

I have been researching United, and it has a size limit of 17x12x8in for hard-sided containers, and a limit of 17x10x10in for a soft sided container. My dog is just about 17in long, 12in tall, and 5in wide, so she would fit quite well. Do you have any domestic airlines with larger maximum sizes or is United the best? Should my dog have a hard sided or a soft sided? Is it good to carryon? Which airline is pretty cheap for the space it allows? SO MANY QUESTIONS!

I researched this a LOT for when I was gonna take my shih tzu to the states, and American Airlines is 23" long x 13" wide x 9" high, but if it fits under the seat, you won't really have problems. IMO a soft sided would be better because it can squish a little to fit, and if a hard carrier doesn't fit you just have to put the dog under the plane. Flying in the cabin is cheaper and safer. With Delta the size allowed is based on the plane, but a Sherpa bag would do pretty good in most situations, and they're only about $60. Delta one way is $150 and AA is only $100 for in cabin and $150 for cargo. I couldn't go with AA b/c they don't allow pets on transatlantic flights, but if I was flying in the states, I'd choose them. And depending on where you're flying you can fly Jet Blue, they actually give you points for your pet when traveling each way, and they're only $100 too. And the allowable carrier is 17"L x 12.5"W x 8"H. It's your choice.

The last I checked, Delta had the largest limits, but that could have changed.
