We often get this question at our vet clinic. It is normal for male dogs to have a yellowish discharge from their penis, it is called smegma. It helps with lubrication and "washes" out any bacteria that may have entered into the sheath. If your dog has an accumulation of this yellow discharge, just wipe it away. It is also a good idea to give your dog baths periodically.

Definitely something to see the vet over. He may have an infection.
