I'm hoping it isn't blood.

If you mean rust red or purplish red stains near the eyes and mouth, then that's perfectly normal tear and saliva stains which happens on some white and light colored dogs.

The pH balance of the saline in the tears and the saliva oxidizes when exposed to air and the stains happen. They don't usually wash off with water, so most people either leave them alone or use a topical product like Eye Envy which can be expensive but contains no bleach. I've never used it (my dogs don't have this problem) but from what I understand, that is the gentlest product out there.

Some owners feed supplements to change the pH balance of the tears, but I'm not so sure that's healthy in the long term.

My daughter has just adopted a 5 year old puppy mill Bichon, and she has the same issues. Bella is always licking her paws and they have changed color due to the saliva. They have checked for allergies but the vet thinks it's her way of finding comfort. She is getting better but my daughter still has work to do to make her feel safe and loved.
She also has stains around her mouth and eyes. She switched her to a holistic food, no grains, food coloring or beets. I would feed this regardless but she was told feeding a high quality food will cut down on the staining.
If your dog has excessive tear staining or like Bella constant licking of the paws, a vet visit should be in order to rule out anything medical.
You could then ask what the vet would recommend to safely keep your Bichon white or ask a groomer.
My daughter will look into further when Bella is more comfortable but for now it's just a daily face wash. It's just staining, nothing medical, she is still beautiful.
