neutered dog started lifting his leg and rubbing up against me, not to pee

I've had Charley four months. He was a shelter dog we adopted when he was about 10 months old. He is house broken. When he pees outside most of the time he does lift a leg. Lately he is started lifting his leg and rubbing against my leg. Why is he doing this? He also did it to a femaie friend of ours. Does appear to be attempitng to pee.
