my small poodle has been licking her urinary opening constantly for the past 2 days. It is also red & swollen.

she has been spayed, so I know that she isnt in heat. Is there anything that I can get over the counter to relieve her misery.....

If she is spayed you should take her to the vet asap, this is not normal at all.
Are you sure the vet just didn't charge you for the spay and she is in heat??

It could be a urinary tract infection. Please take her to the vet... or at least call your vet and see what they say.

It sounds like an infection either way its not normal I would take here to the vet ASAP.
