My puppy has decided to do his business next to his wee wee pads instead of on them. This started today

We live in a condo on the 33rd fl so we use pads for now. he now goes next to them not on them. He has been great about using the pads but he woke up this morning and decided he was just going to do his business next to the pads and not on them. Since we are so high up I can't get him outside in the morning in time yet and I will not allow him to make a mess in the elevator. How do I fix this problem?

Very Cute puppy, but he is only 8 weeks old. If he has been using the pads, he is making great progress on house training.

To fix the problem, watch him closely and when ever he starts to go potty off the pad, say no and gently rush him to the pad and praise for finishing on the pad. Also, praise lavishly every time you catch him going on the pad and/or outside.

Puppies don't have a lot of bladder control. You can't expect a young puppy to be perfectly house trained at 8 weeks. That would be like expecting a very young human baby to be potty trained.

Good luck.

Since it just happened this morning, I'm thinking that this may have been an accident. I've had cats "miss" the litter box once in a great while because of the way they positioned themselves when using it. Perhaps that is what happened here.
