my poms hair is not as think as it should be ?

he is also losing alot of undercoat (the soft cottony stuff)

He's probably blowing his coat. I'm not familiar with Poms, but maybe he won't get his full coat until he gets older. Such is the case in some breeds.
Treader wasn't as fluffy when I first got him as he is now.

Most double coated dogs blow their undercoat in the Summer at some point. It is more evident in a young dog who is also losing his puppy coat. I wouldn't expect to see a full coat until he is almost two years old.
