My Pom/Chi mix barks at other dogs.

When we go to the dog park and he is off leash, he doesn't bark at other dogs, he is very friendly. It's just when we are on walks with his leash on. He barks loud and growls and whimpers at other dogs. He is 7 months old. I saved him off the side of the road. Could he not be socialized? He's fine when he can get to the dog (like at the dog park). When he begins barking, people with dogs look at me angrily and walk their dogs in the other direction. I don't think he's being aggressive, he just wants to get near them. What can I do to stop this? It makes me sad!
