If you knew she had seizures you should have already had her to a vet to fix or manage the problem...I am sorry for you poor little Chi.

Unfortunatly the only thing you can do is go to the vet. My husband is epileptic and theres nothing you can do at home for seizures except make sure they are laying in the proper position while you wait for an ambulance or in your case to go to the vet. Only trained professionals can help you with this

So, you're ok with your dog dying?
Take your dog to an emergency clinic and worry about the money later. They'll probably let you do payments.
The fact that you've let him go for 40minutes now is bad news.

Please take your pup to the local SPCA for assistance, making sure the office is open by calling first, before you go. They can assist you with either info on where to go for low income help, or you can surrender your pup their and possibly save its life. This is a good time to remind people to find affordable pet insurance as soon as you adopt and animal, before pre-existing conditions develop. Really, if you can't afford vet care, you can't afford a pet, please do the right thing for the animal and surrender it and stop the needless suffering. Put your pets welfare before your own wants and needs.
