Why would be a guess even with more details. How long have you had him? Dogs are slower to accept new things past 12 weeks.

behind it and running by in baby steps calling ''Go, go, go!'' In a happy,

It could also be that if it's walking on leash, he simply doesn't want to be 'bossed' around and made to do something he doesn't want to do. As I've heard a lot of trainers tell dog owners, "If your puppy is unwilling to walk on a leash, put the leash on and MOVE like you've got a destination to be at." As soon as you falter, so does your dog.
I'd also try making it exciting for him as the previous answered said.

three months is too early for big walks. The joints and tissue are not developed enough.
Short exercise in the yard is better.
To leash train use a flat collar and a 6ft lead.
Dice chicken breasts and place in a baggie.
Then use the food to lead the dog along, when the dog moves with you or the food, praise heavily and happily.:) good luck
