sounds like she needs a vet appointment.
Dogs can have kidney and diseases like us when they get older.
The vet may want to check her throughly out.
Usually for older dogs a check up twice a year is pretty common practice

I don't think worms would cause this problem, but a swollen or injured trachea can cause coughing or wheezing like you describe when drinking water, so it's important to get her to the vet to have her checked out.
Some dogs suffer from a condition called megaesophagus, which is thankfully fairly rare, but serious and must be diagnosed. Basically, it's a malformation of the esophagus which either presents in very young puppies or older dogs (older dogs end up losing muscle condition in the esophagus.) Dogs with this condition find it hard to eat or drink without regurgitating or choking easily.
I'm not saying your dog has this, but I'd want to rule that out.
Also, keep track of exactly when this happens and let your vet know. Sometimes keeping a diary of unusual symptoms can help you narrow down the triggers or situations that can cause them.
Good luck, please come back and let us know how she is doing!!
