Persians can be very messy because of their tiny mouths and pushed in faces. I have noticed that Allie makes a mess of her chin and chest when she eats or drinks and I keep her ruff trimmed and I have to wipe her with a wet cloth from time to time. Make sure the bowl isn't too deep or too large around. Bailey leans way over the bowl and laps from the opposite side and she tends to splash water over the other side and make a puddle but she keeps herself clean. I have 5 of them so it's always a challenge to keep up with their various hygiene needs. They are high maintenence kitties!

And, don't fill the bowl up to the top. Put just a half cup or less in the bowl and keep it refilled, or put more bowls around for her.

Maybe she likes to play in the water. Try elevating the water bowl a little so she doesn't have to bend so far to drink. Maybe this will help. She is still young and some kittens like to play in water. Rex likes to dip his paw in the water before he drinks.
