I looked up Bull Terriers, and if you mean the Staffforshire Bull Terrier, their ears are supposed to be only half-erect.

If you wish for the ears to stand up all the way, you'll have to have the vet crop them. This is, as I recall, a major surgery.

bull terrier have ears that will stand erect.
Just like the shepherd some things can effect this the age and also teething.
Right now your puppy is still young.
Give her stuff to chew on and don't let anyone pour ear cleaner into the ear.
Only wipe off the outside of ear with a ear wipe or damp cloth.
Also when the pup starts to teeth and shed her baby teeth the ear may flop temp.
Right now I would not do anything to them.
Just allow her to chew on say a kong toy is good.
Cropping is done with pitbulls and staffordshires, but bull terrier come up on their own.

Many breeds ears go up and down during puppyhood, especially during teething. Right now my ears are sort of up AND down and are taped occasionally. Some ears need a bit of taping to make sure they stay up... check with your breeder to see if your dog is from lines that need help by taping, and, if so, how to correctly do it for your breed.
