how do i stop my dog from chasing and barking at other dogs playing fetch in the park?
My jack russell gets along well with other dogs and loves to play but when he is at the park and there is another dog playing fetch with their owner, he chases that dog and barks non-stop. He doesn't want to play fetch and he doesn't want that dogs ball. He just wants to chase them and bark at them. There is no harm and he is not aggressive but other owners find it annoying.
He knows the leave it command and listens very well normally but when he gets chasing these dogs he doesn't even hear me call him to come or command him to "leave it". How do I get him to stop this behavior?

As a herding dog, I am in the same boat: I like to chase the dogs that chase the ball. Most owners at my dog park understand, but if someone looks annoyed, my human calls me away to play in another area of the park.
If you don't have a good recall, it's time to work on the "come" command, so you can be reliably called away in case of danger, impending fight, or just annoyed dog owners!
Start with a treat held very close to your nose. When you go for it, your human should click (if clicker-training) or say "yes!" Gradually work to a few steps away. When you are reliably coming for a treat (and what dog wouldn't be?), your human starts using the word "come" to associate coming to him/her with a treat.
Once you know the meaning of the word "come" it's time to practice it everywhere. Start in the back yard or other boring area. The treats should be really yummy, so you are motivated. Work up to high-distraction areas. Keep practicing, so it becomes a conditioned response. Good luck!
