Go with her at first! Start with both of you right there and lure her with the cookie. When she gets on big party at how very clever she is! Lure with the cookie a couple times then use your hand without a cookie and treat from the other hand so she doesn't get dependent on a cookie in your hand. Once she will go on the chair with your hand signal and the cue step back ONE step and work until she can do it just as well. Then back two steps and so on. Work from different angles and you in different positions like sitting and facing different directions.

If that doesn't work then do it in reverse. Put her on the chair and tell her off. When she jumps off, cookie. Repeat. At some point she should want to play this silly game and she will jump up on her own. Gotcha! Then work on the distance and position part.

Maybe you need better cookies. Try cheese, meat, the big guns. And do this when she is hungry.

First of all, it won't happen in a day... you will probably need to work on it everyday for about a three or four minute session for several weeks. I just picked up my dog, put him in the chair as I said, "Toto, Chair." then gave him a treat and tons of praise. I did that for a few days, treating & praising him each time. If he jumped in the chair without my command, I praised and treated him as I said, "good, Chair." Next, I walked over to the chair, told him, "toto, Chair." and helped him into it, if he didn't hop up by himself. I gradually increased my distance, praising and treating everytime he got in the chair. If I gave the command and he didn't get in the chair, I did not repeat it more times, I only repeated it once as I put him in the chair. Pretty soon, everytime he hears the command, he hops in his chair! So do the other dogs, they learned by my teaching him!!!
