OPTIMUS JUMPS THE FENCE 3 OR 4 TIMES A WEEK JUST TO GO TO DIFFERENT YARDS IN THE NEIGHBORHOOD AND ROLL IN THAT DOGS POOP. IF WE TAKE HIM TO THE LEVEY, HE ALWAYS FINDS ANOTHER ANIMALS POOP AND ROLLS HIS HEAD AND SHOULDERS IN IT. YES, HE IS NUETERED AND HE DID THIS BEFORE HE WAS NUETERED TOO. HE ALWAYS COMES BACK TO US LIKE NOTHING IS WRONG AND DOESN'T CAUSE ANY OTHER PROBLEMS WHEN HE IS YARD ROLLING. ALL OF THE NEIGHBORS LOVE HIM AND SAY HE CAN COME OVER ANY TIME, BUT HE CAN'T GO ON PLAY DATES IF HE'S GONNA NEED A BATH EACH TIME HE COMES HOME.
Rolling in feces is a very common problem in dogs. For some dogs, the behavior is instinctive - it's a throw back to when they lived wild and hunted, and needed to mask their own smell. And some dogs just really like the smell.
There are two ways to keep your dog from doing this. When you're out and about, keep your dog on a leash so you can control what he does.
If you're in your yard, try associating rolling in poop with something negative, such as a loud scary sound. A can full of pennies or an air horn, for example. This problem can ONLY be addressed if you are there to address it, it will not fix itself.
Since you know that you have a fence jumper, you need to take steps to prevent this from happening. You may want to consider putting a proper kennel into your yard or not leaving your dog outside unsupervised. It's incredibly rude to your neighbors to allow your dog to run at large. It can also be dangerous to your dog. And in most areas of the US it is also ILLEGAL.

Abby gave a great answer. I was just compelled to add that I am SO grateful I've never had a dog who does this.
Jack hates even having mud on his feet. He'd just die if he stepped in poop, let alone rolled in it.
I really feel for you!
Jack
