Ears fall down when the pup is getting her adult teeth. They will come back up when she's got them all. Make sure she is getting a quality puppy food so she will be getting the correct amounts of calcium in her diet.

At this age she is teething.
So, that is why it is sagging.
Occassionally when you buy a puppy the dog can have an ear fault, there is nothing you can do for that.
Or if there has been trauma to the ear it can stay down.
But, lets assume there is nothing wrong with the ear, so you must wait til the teething process is complete.
Tape and sponges will not help a dog that has an ear fault.
So, be patient, buy the dog a red kong to chew on.
My dog's ears went erect after her nine month because her head was big and so was her ears. I used no tape, just waited for her teeth to come in, the kong, and crushed ice. The crushed ice help sooth the gums around the teeth.
She will be fine in time.

I don't recommend Leerburg's training articles in general, but his article on taping GSD ears should be helpful:leerburg.com
