It does not.
What are you doing to train and how old, breed, temperment is the dog/puppy? Rescue or had since puppy. Petstore purchase, if so how old at purchase? Crate trained?
Common pitfalls:
Free feeding or irregular schedule
Allowing loose inside, run of the house
Not watching the dog/knowing the signals
Not Crate training
Not crazy about Don Sullivan's methods. A lot of negative consequences, very little reward based training. Collar is a plastic version of a prong collar - no way!

If your dog is a puppy it takes forever it seems. Just keep trying.
If you have to take the poo and place it in the yard. then I would do that.
Or if there is a rug that means not that much they have pee''d on then place that in the yard
Sometimes straw is a good thing to place in a circle in the back yard, they seem to like to urinate on it. If your dog is a male then place a wood log in the upright position to give him something to mark.
Using a crate when you can not watch him every sec is also a good tool.
