It depends on where the dog you are interested in adopting is, and on the individual or shelter/rescue group sponsoring the dog. To learn what the dog's guardian is willing and able to do, you should contact the owner via the e-mail link on the adoptable dog's page, or through a PM.
Adoption is a secondary service provided by Dogster, and not the site's main function.

Dogster is primarily an American site, so most of the dogs listed for adoption are in the U.S. and Canada. But I know that people all over the world visit this site! I just Googled adopt a dog in India, and found the following links:

The Blue Cross site is good; it does not advertise any dogs for sale. Also, the following article gives tips on adopting a dog in India:

One thing I just learned from that site is that rescue groups and shelters in India don't usually provide spaying or neutering. So, when you find your dog, be sure to have it spayed or neutered right away. This will help reduce the number of stray dogs.
