There could be several things it could be.I'm not sure how your telling that it is sensitive,but that area for the male dog is very sensitive no matter what it is doing.There is a lump that occurs when your dog is stimulated.It is located about half way between the tip and the end that goes into the body. that lump is about golf ball size.Then there is also a very small lunmp at the tip of the penis that protects the hole.That one is about the size of an eraser.
Your dog could have an infection,if there is an odor or a greenish yellow discharge then you are more then likely looking at an infection.
Your dog shoulod visit the vet to determine what is going on.
