1 year old dog plays rough with 5 year old dog

I recently adopted a 1 year old dog from a shelter to join my 5 year old dog. The 5 year old is well socialized and gets along well with other dogs and likes to play. So I thought he would enjoy me bringing in another dog for him to play with. Turns out not really. I have fostered several dogs in the past and never had this problem, my 5 year old shares his space well. What's happening is the 1 year old bites when he plays and will go after the 5 year old relentlessly. The 5 year old yipes and cries and tries to get away. I've taken to squirting the 1 year old with a water bottle and telling him NO. I'm not sure how to handle this and don't want to have to take the new dog back to the shelter. They are both altered males. They do not fight over any toys, or treats and share my bed with me with no problems. Any suggestions????? Help!

We often sit a dog that is getting to be about 7 years old. Our last 2 puppies have been too much for him. In order to avoid constant corrections, we sometimes put the puppy on a tie down, a short length of chair anchored at one end and a snap at the other. Thus the older dog can interact with it as much as it wants, and retreat when it has had enough.

With enough corrections, the younger one should learn to leave the older one alone. When we had Aster. the puppies eventually learned to.
